Emergency Response TIPS, LLC , led by Dr. Christina Baxter, provides practical, evidence-based solutions for emergency response through the development of next generation tools for enhanced situational awareness and responder safety; instructional design materials for instructor-led and web-based programs and mobile applications in the areas of CBRNE, hazardous materials, and clandestine laboratory response; technology transition guidance for emerging technologies; and, planning for hazardous materials and emergency response. Dr, Baxter has over 25 years of experience in the hazardous materials/CBRN response community and is the CEO of Emergency Response TIPS, LLC. Prior to forming Emergency Response TIPS, Baxter was the CBRNE Program Manager for the Department of Defense’s Combating Terrorism Technical Support Office, where she was responsible for identifying capability gaps in the combating terrorism CBRNE mission space. Baxter holds a Ph.D. in Analytical Chemistry from the Georgia Institute of Technology. She is chairperson of the NFPA Technical Committee on Chemical Protective Clothing. Baxter is also a member of the Interagency Board, the IAFC Hazmat Committee, and the IAFF Hazmat Advisory Board.
International Personal Protection (IPP), Inc. provides technical expertise in the development, design, testing, selection, use, and care of PPE to manufacturers, end users, trade associations, and government since 1993. IPP's president, Mr. Jeffrey Stull, has over 30 years of experience in protective clothing materials, testing, and management of development programs. He has an extensive chemistry and biology testing background related to protective clothing and is responsible for several industry test methods and specifications related to the evaluation of first responder PPE. He has conducted numerous investigations for determining contamination levels in protective clothing and the effectiveness of different decontamination techniques. He is a former chairman of ASTM Committee F23 on Protective Clothing and a long-term member of several NFPA Technical Committees on fire and emergency services protective clothing and equipment.
